I use Adobe Lightroom to handle my photo library/processing. It cost me < $100 and I use it exclusively. I love it and use very little of its capabilities.
I am looking into getting a video camera (that records in mp4 and AVCHD) and am looking for a video editing tool. Nothing super powerful,
just cut together videos of the family, maybe add some background music and titles etc.

Is that Premiere? That $19.99/month just seems odd (I think I'm getting too old for change/technology).
Or is there something else I should be looking at?

Windows 7 compatibility a must. My Mac doesn't have the -Fu to deal with any level of video editing.
 
LR4 and and above can edit video but I don't think it does music.

Check out Windows Movie Maker. It sounds like exactly what you want and it's free!

i use proshow gold, mostly for video creation based on photos etc... this can integrate both videos and photos together, and is relatively cheap.

its been a while so i have an older model. hoping this helps steer where you want to go.
