TV picture issues (pic included)

Just last night my parents TV picture went south. What could this be? I'm guessing the TV is done. Sad part is the TV is only 2-3 years old.

The issue happens in all the different inputs. It happens when watching satelite (HDMI) and it happens when watching DVDs (composite).

Does it have a menu choice to "Reset To Factory Defaults"?

May need a reboot!
