I wonder if Indonesia and Thailand might have the capability.
I also wonder if we might see certain South American and African countries emerge in future. Brazil and South Africa have very well-established technology industries in certain sectors. In Brazil's case I believe that they have been competitive in the world marketplace at least partly because of their lower-cost manufacturing (ie. labour).

When Apple was looking for a manufacturer for one of their products (I think it was the iPhone, but can't remember for sure) the Chinese took them on a tour of a brand, spanking-new factory and infrastructure to build the item, before any contracts had been signed. The Chinese guv'mint had built it; it's hard to compete against that (I don't know if any of the other rising manufacturing giants do that also).
The US military-industrial complex has done this since mid-last-century, but at least the competition was held first...
