Which Has The Bigger Impact on SQ...

Interesting question Zing. As mentioned not much has advanced in power Amos in the past 30 years which is good as you can buy many used great amps that are a few years old that will still run great. Heck I have a 35 year old Citation 19 amp pushing my Def tech towers and they sound great and show no signs in slowing down. I upgraded from Onkyo 805 as a pre-pro to the Marantz 7005 that Bats sold me a couple years back that I still use. The upgrade in sound quality was noticeable but not massive but I did notice a slight increase in clarity going from a receiver to a dedicated Pre-Pro. I see no reason to upgrade now as the prepro handles al my audio needs fantastic and I have no plans to upgrade to Atmos as 99% of my viewing on my great room system is thru Vudu and that's only Dolby digital.

Sure I have movies on Bluray that are lossless and sound great but when it comes to actually grabbing a bluray or just turning on my smart bluray player and clicking Vudu I just prefer to be lazy and choose Vudu that and buying new titles for 5.00 no tax is way better with the lesser sound than paying 20.00 with tax for a new title that will give me a slightly better sound quality.

I say buy great used amps and put your money in a great pre-pro that will handle what you give it for at least a decade.
